NYC Parks Challenge Playground

Project Overview

MFS Engineers & Surveyors provided site-civil and geotechnical engineering services in support of the Challenge Playground Multipurpose Play Area Reconstruction project for NYC Parks in Queens, New York. The project focused on revitalizing a jointly operated playground serving PS 811Q and the local community. The reconstruction included the multipurpose play area, security lighting, sidewalks, retaining walls, water supply system, and stormwater drainage infrastructure.

Project Details

The site-civil team developed design plans addressing site layout, site grading, drainage, utilities, soil erosion, and sediment control in compliance with NYCDPR and NYCDEP standards. The team provided design submissions through concept, schematic, and multiple construction document phases (50%, 80%, 90%, and Final) to achieve a coordinated design package. They also prepared cost estimates using NYCDPR standard unit costs and created detailed specifications. MFS also completed a Stormwater Pollution Prevention Plan (SWPPP) per NYCDEP Unified Stormwater Rules and provided permitting support for agency approvals. During construction, MFS supported the project with submittal reviews, responses to RFIs, construction sketches, and SWPPP inspections to ensure regulatory compliance and proper implementation of stormwater controls.

The geotechnical team performed a subsurface investigation to characterize soil conditions and inform design decisions. This included drilling six test borings to depths of 20 feet or refusal, conducting permeability tests at each location, and performing full-time field oversight with detailed logging per USCS and NYCBC standards. Laboratory testing, including moisture content, sieve and hydrometer analyses, Atterberg limits, triaxial, and consolidation testing was completed to assess soil properties. The data was compiled into a comprehensive geotechnical report containing boring logs, permeability results, and laboratory findings for use by the design team.
