Project Overview

MFS Consulting Engineers & Surveyor, DPC (MFS) provided professional geotechnical, site/civil, and land surveying services in support of the New York City Department of Parks and Recreation’s (NYCDPR) reconstruction of the Buz O’Rourke Playground at Crocheron Park in Queens, New York.

Project Details

The geotechnical engineering team began by reviewing historical data, site conditions, and existing documentation to assess potential subsurface hazards. They coordinated the drilling of four borings within the proposed reconstruction area, each to a depth of 20–30 feet, to evaluate soil conditions and determine permeability in accordance with the New York State Stormwater Management Design Manual. Soil samples from the upper six inches were taken for horticultural analysis. MFS engineers conducted on-site special inspections during boring operations, developed detailed boring logs, and performed lab tests to determine moisture content, grain size distribution, Atterberg limits, and shear strength characteristics. All data and findings were compiled into a detailed geotechnical engineering report, which included recommendations for foundation design, frost depth, seismic considerations, and flood elevation data.

The site/civil engineering team supported the design and permitting of site infrastructure including stormwater drainage systems, utility layouts, sidewalk reconstruction, and sediment control measures. Their scope included the development of contract documents through various design phases (50%, 80%, 90%, and Final), with deliverables such as site plans, demolition and removals plans, utility and drainage plans, and erosion control drawings. They coordinated permitting efforts with NYCDEP and NYCDOB, prepared a Stormwater Pollution Prevention Plan (SWPPP) in compliance with the Unified Stormwater Rule, and facilitated the Site Connection Proposal (SCP) process. The team also provided construction administration services including review of RFIs and submittals, site walkthroughs, and SWPPP inspections throughout the construction phase.

The land surveying team conducted a comprehensive topographic and utility survey of the project limits, locating above-ground features such as buildings, sidewalks, fencing, curbing, and lighting, as well as visible utility structures including manholes, hydrants, and catch basins. Survey control was established using GNSS RTK observations tied to the New York State Plane Coordinate System (NAD83) and vertical datum NAVD88. Elevations and spot grades were collected at sufficient density to allow for one-foot contour development. Surface utility data was supplemented with available records and depicted to Quality Level C standards. All data was delivered in AutoCAD Civil 3D format and included signed and sealed documentation suitable for final design use.
