MFS Consulting Engineers & Surveyors, DPC provided professional land surveying services to support the New York City Department of Parks and Recreation Jackie Robinson Park Playground Reconstruction project in Brooklyn, New York.

Project Details

MFS conducted topographic, utility, and boundary surveys within the defined project limits. Topographic survey work included the identification and mapping of visible above-ground features such as buildings, curbs, pavement edges, sidewalks, fences, utility poles, signage, street trees, and tree lines. Cross sections of paved areas were taken at 25-foot intervals, and spot elevations were recorded to develop one-foot contour intervals. Individual trees were located with observed diameters and tag numbers, and breaklines such as curb lines and slope transitions were captured. First-floor elevations were measured at entryways, and a return visit was included to collect inverted data after debris was cleared by NYC Parks.

Utility survey work included locating surface hardware such as manholes, catch basins, valve covers, trench drains, hydrants, and visible utility markings made by others. Invert and pipe size data were obtained from accessible manholes and catch basins where possible, but no structures were entered or opened. Subsurface utilities were depicted using available surface features and record data. MFS conducted the utility survey to meet ASCE Quality Level C, which combined visual field survey with available utility record information. MFS coordinated NYC 811 for utility records and incorporated standard disclaimers regarding the accuracy and completeness of underground utility data.

For the boundary survey, MFS delineated the right-of-way between adjacent school and park parcels using tax map data and field observations. Surveyors collected field evidence such as property markers, monuments, fences, building corners, and curb lines to support boundary determination. MFS also consulted the Borough’s Topographical Bureau to obtain supporting documentation including site plans, alteration maps, and subdivision plans. The resulting boundary information was depicted on the final survey plan, which was delivered digitally in MicroStation or AutoCAD format in accordance with NYC Parks standards. A Borough President’s Street Status Letter was not included, and title research was not performed; MFS recommended that clients obtain title reports for comprehensive jurisdictional clarity.
