Project Overview

MFS Consulting Engineers & Surveyor, DPC (MFS) provided both civil and geotechnical engineering services for the Challenge Playground Multipurpose Play Area (MPPA) Reconstruction Project in Queens, New York, supporting NYC Parks.

Project Details

MFS’s geotechnical team began by reviewing historical geologic data, performing a literature review, and familiarizing themselves with the site conditions. They coordinated and oversaw a subsurface investigation consisting of up to six test borings, conducted to depths of 20 to 30 feet below existing grade. Soil samples were obtained and laboratory testing—including moisture content, sieve analysis, Atterberg limits, and consolidation testing—was performed to determine geotechnical properties. In addition, a permeability test was conducted at each of the six boring locations in accordance with the Appendix D of the New York State Department of Environmental Conservation (NYSDEC) Stormwater Management Design Manual. One permeability test was conducted at five of the boring locations at a maximum depth of 10 feet below grade.

Full-time field oversight was provided by experienced geotechnical professionals to monitor drilling conditions, classify soils, and document groundwater observations and permeability rates. All findings and recommendations were compiled into a detailed geotechnical report, which included soil profiles, lab results, drainage assessments, seismic data, and construction guidance specific to the site.

MFS’s civil engineering team provided comprehensive support throughout the design and construction process. Their work focused on site improvements including the development of new drainage systems, utility layouts, soil erosion and sediment control plans, and preparing final construction documents for bid. They prepared detailed plans such as the drainage plan, utility plan, and construction notes and details, ensuring compliance with NYCDPR standards.

Throughout the design phases—concept, schematic, design development and through to final construction documents—the team participated in coordination meetings, and responded to owner and stakeholder comments on the civil design components. They developed and submitted multiple design packages, providing technical specifications for the site infrastructure and working closely with other consultants on grading, plumbing, and site electrical systems.

The site/civil team managed the preparation and submission of a Stormwater Pollution Prevention Plan (SWPPP) to comply with NYCDEP’s Unified Stormwater Rules. This included conducting a stormwater analysis, developing erosion and sediment control strategies, and coordinating with city agencies for permitting.

During construction, the team performed construction administration duties, including reviewing submittals, responding to RFIs, conducting site visits for general conformance, and supporting as-built documentation reviews. Additionally, they conducted weekly SWPPP inspections to ensure erosion and sediment control measures were being implemented correctly, submitting compliance reports to the NYCDEP.
