MFS Consulting Engineers & Surveyor, DPC (MFS) provided both structural and geotechnical engineering services for the rehabilitation and expansion of the East 23rd Street Skyport Garage and Marina in Manhattan.

Project Details

MFS’s structural engineering team conducted a design-level inspection of the existing garage, observing the structural conditions and confirming findings from a prior visual assessment. During the field investigation, MFS measured and recorded key structural elements to support the development of targeted interior repair designs. These repairs included concrete slabs, beams, girders, columns, walls, curbs, and expansion joints. The team developed full construction documents, including detailed drawings and specifications. The structural team also provided construction phase support by reviewing submittals, responding to contractor RFIs, preparing supplemental sketches, and conducting periodic site visits to ensure conformance with the approved design documents.

MFS’s geotechnical engineering team developed a detailed subsurface investigation plan, which included coordination with the NYC Department of Environmental Protection and solicitation of qualified drillers. The team oversaw the completion of six SPT borings to depths exceeding 100 feet below the mudline. Field oversight was provided by experienced geotechnical staff, who documented drilling conditions and soil classifications. Laboratory testing followed, with analysis covering moisture content, strength properties, classification, and other geotechnical parameters. The team then prepared a comprehensive Geotechnical Engineering Report outlining site conditions, soil profiles, and design recommendations for the planned pile-supported pier, docks, and seaplane float. In addition, the geotechnical team performed geotechnical pile capacity analyses to evaluate the performance of various pile types under axial and lateral loads. TR-1 and TR-4 forms were completed to satisfy NYC Department of Buildings requirements.
