MFS Consulting Engineers & Surveyor, DPC (MFS) performed Stormwater Pollution Prevention Plan (SWPPP) inspection services for the New York City School Construction Authority (NYCSCA) Reso A. Athletic Field Renovation project at Francis Lewis High School in Queens, New York.

Project Details

The project involved the renovation of the school’s athletic facilities, including the replacement of the existing turf field and installation of a new subsurface storm drainage system. Additional site improvements included removal of temporary classroom units, creation of new outdoor training areas, and installation of new bleachers, ADA-accessible ramps, shotput areas, handball and tennis courts, and drinking fountains. The work disturbed approximately 5.1 acres, making SWPPP compliance a key regulatory requirement.

MFS conducted SWPPP inspections twice weekly, separated by at least two calendar days, and within 24 hours of any rainfall event exceeding 0.5 inches. Inspections covered all active erosion and sediment controls, pollution prevention measures, disturbed areas, stormwater management practices under construction, and all site discharge points. Any non-conformances were documented and reported to NYCDEP and the project team for corrective action.

All inspection reports were reviewed and signed by a licensed professional and uploaded to NYCDEP’s Stormwater Permitting and Tracking System (SWPTS) for official review and compliance tracking.
