Project Overview

MFS Engineers & Surveyors provided land surveying services to support the P.E. Phase of the Rose Lopez Elementary School Pedestrian Improvements located in Perth Amboy, New Jersey. The project was performed under the New Jersey Department of Transportation’s (NJDOT) Safe Routes to School (SRTS) contract.

Project Details

MFS’s survey department completed a detailed Topographic Survey of the project area in compliance with NJDOT Survey Standards Activity 3020 (Topographic Survey) and Activity 3025 (Prepare Base Maps), as outlined in the NJDOT Surveying Manual and Standard Article 44. The work included capturing existing grades, utilities, buildings, drainage systems, striping, and other topographic features within the specified survey limits. Survey crews obtained measurements of 5 feet off the gutter line or edge of pavement, documented top and bottom curb elevations, both edges of sidewalks, driveway aprons, and ADA ramp details. At the thirteen ADA corner locations, the survey extended 25 feet beyond curb returns, 5 feet into the roadway, and 10 feet beyond the back of sidewalk to logical termination points. For Seaman Avenue and Ogden Place, the survey extended 50 feet from the intersection.

The team established survey control tied to NAD 83(2011) New Jersey State Plane Coordinates and NAVD 88 vertical datum. Field measurements included rim and grate elevations for sanitary and drainage structures, invert measurements, and pipe types and sizes, with all observations documented for mapping. Surface locations of electrical and telephone manholes or vaults were recorded without opening the structures.

As part of the Base Line Survey and preparation of Profile and Cross Sections for Highways, the department developed Right-of-Way information using a deed mosaic compiled from City and County ROW maps, road return documents, municipal tax maps, NJGIN data, and physical property evidence encountered in the field. This process adhered to the NJ Map Filing Law for ROW Mapping and the requirements of Prepared ROW Maps (ETM, GPPM, IPM) with Parcel Descriptions.

All collected data was formatted in Bentley MicroStation V8 using NJDOT’s standard levels, line styles, and cells. The mapping process, performed under the supervision of certified photogrammetrists, met or exceeded ASPRS Positional Accuracy Standards and complied with Standard Article 51. Deliverables included topographic mapping, striping, breaklines, one-foot contour files, ROW and parcel line files, a digital terrain model,
