Project Overview

MFS Consulting Engineers & Surveyors, DPC (MFS) provided Preliminary Engineering Phase Land Surveying Services for NJDOT TP-560, Route 1 & 9 (Tonnelle Avenue), from 51st St. to 91st St. in North Bergen Township, Hudson County, NJ. Services included Control Survey Reports, Topographic Survey, Base Maps, and Boundary/Mapping for 15 properties. Deliverables were prepared at 1” = 30’ scale with 1’ contours, covering 500 feet south of 51st St. and 500 feet north of 91st St., including side streets up to 250 feet from Route 1 & 9.

Project Details

Mapping adhered to NJDOT standards, using the NJ State Plane Coordinate System (NAD83) and NAVD88. GNSS RTN and Leica SmartNet established primary survey control, achieving high relative accuracy. A secondary traverse baseline and benchmarks were set at ±600’ intervals, meeting Second Order Class II accuracy. Separate control reports, signed by a NJ Licensed Surveyor, documented computations, final coordinates, elevations, and diagrams.

Photogrammetric methods, including preflight targets and low-level aerial imagery (2.0 cm GSD), were used to produce a Digital Terrain Model (DTM) and 1’ contours. Final mapping was prepared in MicroStation V8, following NJDOT CADD specifications. Supplemental GNSS RTN and conventional surveying located visible, accessible features, including ADA ramps, driveways, and drainage structures.

MFS conducted 3D terrestrial scanning of overhead wires at 12 intersections and two proposed Pedestrian Hybrid Beacons. Aerial and field data informed base mapping at 1” = 30’. Document requests and title searches helped re-establish roadway alignment, ROW, and parcel lines. Revised drawings detailed Lot/Block and owner names, boundary lines, and parcel areas.
