Project Overview

MFS Consulting Engineers & Surveyor, DPC (MFS) provide professional land surveying services for the Newark Bay – Hudson County Extension Improvement Program, Section 2, Interchange 14A. The project involved detailed field surveys, 3D terrestrial scanning of bridge structures, right-of-way re-establishment, and preparation of various acquisition maps and legal descriptions. These services supported the Final Design phase for NJTA OPS No. T3923, ensuring alignment with the New Jersey Turnpike Authority’s design and operational standards.

Project Details

MFS utilized existing survey control points established for the Newark Bay – Hudson County Extension project. Where necessary, additional survey control points were established. The horizontal control was tied to the New Jersey State Plane Coordinate System (NAD83), while vertical control adhered to the North American Vertical Datum (NAVD88).

MFS conducted supplemental surveys using conventional, Terrestrial Laser Scanning (TLS), mobile scanning, and GNSS RTN methods. Key features such as fences, buildings, utility poles, valves, manholes, and drainage structures were documented. Structural data and topographic features beneath elevated roadways were captured using advanced HDS laser scanning techniques. All collected data was processed and delivered in NJTA-compliant MicroStation CADD formats.

Bridges in the project area were scanned using Leica P50 and RTC360 Laser Scanners. The point clouds were registered to site control, and used to extract critical structural information, including girder locations, elevations, and bearing seats.
MFS re-established ROW and roadway alignments for the NJ Turnpike and Route 78. Extensive research of existing deeds, maps, and jurisdictional documents was undertaken. Field surveys identified physical evidence of ROW and property boundaries, which were integrated with the researched data to establish accurate alignments.

MFS prepared Entire Tract Maps (ETMs), General Property Parcel Maps (GPPMs), Individual Parcel Maps (IPMs), and legal descriptions for five impacted parcels. Title reports for each parcel were reviewed to confirm property boundaries. Jurisdictional maps and agreements were updated based on client-provided data, and condemnation packages were prepared as necessary.

The final deliverables included MicroStation files for topographic, breakline, and contour data, as well as ROW and acquisition plans, all in NJTA-compliant formats. Additionally, ETMs, GPPMs, IPMs, and associated legal descriptions for impacted parcels were provided.
